Key Features and Benefits of One Freezone Passport

The Dubai Free Zones Council DFZC announced the implementation of the freezone passport in July 2025. This unified licensing facilitates seamless expansion across participating zones. The freezone passport initiative demonstrates Dubai's efforts to simplify restrictions. The most notable features are:

  • Expansion rights are granted immediately to companies licensed in participating free zones.

  • Reduced regulatory hurdles, enabling businesses to expand more freely.

  • Decreased administrative operations. The idea makes it easier for international businesses to follow free zone regulatory processes, which expand operations.

  • More room for investments from outside the UAE. Having full foreign ownership brings more foreign funds into businesses located in Dubai.

  • Time-saving, as now companies don't have to obtain a separate licence for each zone.

Additionally, the free zone passport supports the Dubai Economic Agenda objectives effectively. Businesses find Dubai an even more appealing premier investment destination. Amna Al Ali Vice President, Licensing and Registration at Jebel Ali Free Zones, said that the freezone passport program will transform Dubai free zone operations. In Dubai's business environment, companies now have more operational freedom, enhancing Dubai's competitive advantage in the global business.

Licence Expansion Across Dubai Free Zones

A uniform license structure across zones forms the basis of this scheme. Companies licensed in one free zone can benefit from the facilities in every zone of the scheme. The process eliminates barriers that existed between various free zone administrations. Businesses can grow without complicated regulations and paperwork.

Global business Louis Vuitton became the first corporate member of this scheme. Louis Vuitton maintains its warehouse operations in the Jebel Ali Free Zone. The luxury brand set up its main office at One Za'abeel. Louis Vuitton successfully leveraged the DWTC free zone facilities for operations. The whole procedure took the business five days to complete. The quick and successful onboarding shows the system's efficacy and efficiency.

Free Zone Advantages: Ownership and Tax Benefits

There are significant advantages under the one freezone passport. There is no need for local partners when companies are owned entirely by foreigners. Eligibility and Restrictions for Businesses

The freezone passport is available across multiple businesses, but not all. To be considered for this program, businesses must fulfill certain requirements. Here are the business eligibility and restrictions:

Management and Activity Requirements

No matter the zone, a company's shareholders, directors, and managers must remain constant. The same management structure applies to primary and secondary licenses. All activities in the main and secondary free zones must be consistent with one another.

Excluded Business Categories

The one freezone passport scheme does not allow regulated financial firms to join. Designated Non-Financial Businesses and Professions are not eligible to participate. The benefits of the freezone passport do not apply to retail firms, accounting, or legal firms. 

Office Space Limitation

Virtual offices are not permitted in secondary free zones. Flexi desk arrangements cannot be used under the passport system. Shared workspace services are also prohibited in secondary zone operations.
